When is no processing fee applicable?
As a general principle, the University does not require the application of an administrative fee to the processing of a protocol submitted to any of the institution's animal and human ethics committees for research or teaching when the protocol/project is conducted by a UQ student or staff member (including start-up companies where UQ has an interest/shareholding) AND when, in the case of research, infrastructure costs are included where applicable (see: HUPP 4.50.4 "Recovery of Infrastructure and Services Costs in Research").
Examples of ethics applications not attracting fees are:
- Undergraduate teaching protocols
- Postgraduate research projects leading to the award of honours, Master of Philosophy, PhD
- Research projects funded by agencies such as the National Health and Medical Research Council or Australian Research Council or Australian Kidney Foundation
- Research project conducted by UQ academic staff member that is sponsored by a large national Australian company but the full rate of infrastructure costs have been recovered and the funds are administered by the University (say, as a source 4 account)
- Start-up companies where UQ has an interest and UQ is contracted to perform the research study with the full rate of infrastructure costs recovered and contract funds are administered by the University. This is much the same scenario as the previous example except that a start-up company in which UQ has an "interest" is involved
When IS a fee applicable?
A fee will apply under the following circumstances-
2.1 A non-refundable administrative fee will apply when the project/protocol is conducted by a corporate entity or individual who is external to the University;
2.2 A UQ staff member is performing research in a private capacity (see HUPP 1.50.2, "Outside Work and Business Interests for University Staff);
2.3 Funds to conduct the work could include full cost recovery but are processed through UniQuest or IMBCom.
Projects under 2.1 will attract the full fee, as may projects under 2.2.
Specialized project management arrangements are or may need to be implemented for projects falling under 2.3. Please contact the Human Ethics Officer on 3365 3924 or the Animal Welfare Unit Coordinator on 3365 2713 to ascertain what administrative arrangements are in place with IMBCom or UniQuest.
Fees are non-refundable and are not contingent upon a successful review outcome.

The fee schedule is as follows:
- Full Review: $2500 (+GST)
- Secondary Review (i.e., where primary approval from another AHEC constituted HREC is provided): up to $500 (+GST) - the actual amount to be determined by the Chair, having regard to the substantiveness of the application.
- Amendment Review: up to $500 (+GST) - the actual amount to be determined by the Chair, having regard to the substantiveness of the application.
An invoice will be issued directly to the Sponsor shortly after receipt of the application in the Research and Research Training Divsion.
Alternatively, the researcher/applicant may self nominate, at the time of lodgement of the application, to be issued with the invoice.
