An Analysis of Ethical Issues in Risk Analysis and Risk Management Overview This paper was commissioned by the World Health Organisation (WHO) for a meeting on risk management that was held in London, UK in October 2001. It outlines the key ethical principles of autonomy, beneficence, non-malificence, and justice and uses three case studies to discuss their application to risk analysis, risk communication and risk management in public health. The three case studies that were discussed in detail at a meeting convened by WHO and the UK Department of Health were: the vCJD epidemic in the UK, tobacco control in developed societies; and the Swine Flu vaccination campaign in the USA in 1976. OPPE Staff Wayne Hall and Lucy Carter Status Commission completed Outcomes A paper was written for WHO which was presented at the London meeting by Wayne Hall.
