Building Peace and Stability: Measuring Effectiveness of Peace and Capacity Building Operations.
A Joint Project of the UQ Social Research Centre and Australian Federal Police
The project aims to develop a comprehensive framework for assessing the performance and effectiveness of international policing missions, including peace operations and police capacity building.
General Project Overview:
Context Setting:
The purpose of this phase is twofold: (1) locate the current project in the context of global efforts to develop criteria for assessing the performance and effectiveness of policing capacity building and peace operations by developing a thorough understanding of international practice in this area; (2) Identify the contextual factors that impact upon performance and effectiveness, which the framework should control for.
Developing Criteria and Measures:
The purpose of this phase will be to develop appropriate and context sensitive criteria, the relevant measures and methodologies, and ways of interpreting and relating the measures. This will involve a side-project on cost-benefit analysis.
Field Testing:
The purpose of this phase is to apply the criteria and measurements in the field, in various operational contexts, to ascertain problems with data collection and the relevance and accuracy of results.
Revising and Publishing:
In this final phase, the criteria and measures will be refined and revised to take account of the field test results and the findings published.
