All students enrolled in a pre-service teacher education program (Bachelor of Education, Graduate Diploma in Education, or dual Bachelor of Education program), must apply for a Blue Card or Blue Card authority through the School of Education.  Blue Cards are provided by the Commission for Children and Young People and Child Guardian (The Commission), which is a Queensland government body.

If you already have a Blue Card and applied for it through the School of Education there is no need for you to do anything else at this time.  The School of Education will have a record of your Blue Card and its status.

If you already have a Blue Card but did not apply for it through the School of Education you are required to complete and submit an Authorisation to confirm a valid blue card form.  This gives The Commission permission to confirm information about your Blue Card directly with the School of Education.

If you do not have a current Blue Card, complete and submit the Blue Card Application form and bring it, in person, with the required identification to the School of Education Enquiries Office, Level 4, Social Sciences Building, St Lucia Campus OR to the School of Education, Building 1, Ipswich Campus.  If you live more than 50km from either campus, you may wish to designate a prescribed person, as outlined on the application form, to complete Part E and Part C of the form and then post the form to the relevant School of Education campus office.   When The Commission issues your Blue Card it will also send us a confirmation letter.  This means that you do not need to present your new Blue Card to the School of Education.

Masters of Educational Studies (Guidance and Counselling) and (Learning Support)
Students must hold a Blue Card before attending any practicum in a Queensland school. If you are not a registered teacher in Queensland, complete and submit the Blue Card Application form through the School of Education. External students will need to also access the Identification verification of Prescribed Person form.
 
If you are a registered as a teacher in Queensland, complete and submit the Exemption Card Application form through the School of Education. External students will need to also access the Identification verification of Prescribed Person form.
 
You will need to complete Part C of the application forms. It can take up to 12 weeks to process Blue Card forms and you will not be able to commence any practicum until the School of Education has received documentation from the Commission confirming your Blue Card status.
 
Disqualified persons
Certain people are disqualified upfront from applying for a blue card. It is an offence for a ‘disqualified person’ to apply for a blue card. Penalties of up to 5 years imprisonment or a fine of up to $37,500 may apply if a ‘disqualified person’ signs a blue card application form.

The School of Education will supply you with information as to how and when to apply for your Blue Card once you have accepted an offer into your program.
 
Blue Card Renewals & the 30 Day Rule
Existing card holders will be notified by The Commission sixteen weeks before the card expires. Once the renewal form has been completed and forwarded to The Commission, a police information check will again be conducted on the card holder, and if their application is approved, the person will be issued with a new Blue Card.
 
To ensure you receive the invitation to renew your Blue Card, you must advise The Commission within 14 days of any change to your personal information, such as postal address or a name change.
 
It is important to note that a student holding a valid Blue Card can continue to carry on a regulated activity after the expiry of their Blue Card, provided their card was not suspended or cancelled and they lodge a renewal application at least 30 days prior to the expiry of their card.
