Professor Eduardo Engel

Eduardo Engel is a tenured professor of economics at Yale University and the University of Chile. He is also a Research Associate at the National Bureau for Economic Research (Cambridge, Massachusetts) and the International Growth Centre (London, UK). Before moving to Yale in 2001, he spent a decade in the faculty of the University of Chile, where he directed the Centre for Applied Economics. He holds a Ph.D. in Economics from MIT, a Ph.D. in Statistics from Stanford University, and an Engineering degree from the University of Chile.

Professor Engel has been a consultant to the International Monetary Fund, the Inter-American Development Bank, the European Investment Bank and the World Bank. He was the founding President for the Chilean Society for Public Policy (2010-2011). Professor Engel is Vice-President and President Elect of the Latin American and Caribbean Economics Association (LACEA).

Public - Private Partnerships: When and How

This presentation seeks to answer three main questions: When are public-private partnerships (PPPs) the best way to provide and finance infrastructure facilities? If a PPP is selected, how should the contract be designed? And what is the appropriate structure of PPP governance? We use the lessons from two decades of worldwide experience with PPPs as well as the concepts provided by economic theory to address these issues. 

The answer to these questions depends on the type of infrastructure facility to be built and on the institutional conditions in the country (or municipality, state, or province) in question. Nevertheless, several guiding principles emerge from the material we cover, leading to many recommendations for the future of public-private partnerships.
