Areas of responsibility
Mr Porter leads and co-ordinates much of the work of central administrative divisions including Business Services, Human Resources Division, Information Technology Services, Student and Administrative Services, Assurance and Risk Management Services, legal services, management information services and the planning secretariat. Mr Porter is Secretary to the University Senate and acts as the University's "public officer".
Biography
Mr Porter was appointed Secretary and Registrar in November 1986 after 21 years as a career university administrator in England. He joined the newly-designated University of Aston in Birmingham in 1965 as an administrative assistant and became Assistant to the Vice-Chancellor 1972-76 and University Planning Officer 1976-79 (including a term as Acting Finance Officer 1977-78). In 1979 he joined the University of Manchester as Deputy Registrar. This included service as Secretary to the Academic Senate and responsibility for academic administration, planning and resource allocation.
During 1978-80 Mr Porter was seconded part-time to the UK Committee of Vice-Chancellors and Principals as Administrative Training Officer to develop, promote and co-ordinate administrative staff development activities in UK universities. During 1971-72 he convened the Working Party on the Future of University Academic Administrative Staff, whose report led to the establishment of the Conference of University Administrators (now the Association of Educational Administrators).
Mr Porter's consultancies have included commissions in West Africa (1976-78), Malaysia and Singapore (1980), West Indies (1981), Mexico (1984), Australia (1993 and 1995), Fiji (1997) and to the OECD Institutional Management in Higher Education Program (1979). He has served on several AV-CC Committees and chaired the Steering Committee for the Core Australian Specification for Management and Administrative Computing (the CASMAC project) from its inception.
He is a Member of the Governing Body of the Queensland Studies Authority (QSA), Chair of the QSA Tertiary Entrance Committee and Chair of the QSA Finance Committee. He is a Director of UniMutual Limited. He is also a Member of the Board of Directors of QTAC (since 1997; Chair 1999-2000), UniSeed Pty Ltd, UniQuest Pty Ltd, Comquest Group, CiTR Pty Ltd and Sarv Pty Ltd. He is Chair of St John's College Council and Company Secretary of UQ Holdings. He served as one of the Asia Pacific representatives on the PeopleSoft International Customer Advisory Board from 2002-2005. He has been Honorary Secretary of the Queensland Rhodes Scholarship Selection Committee since 1991.
